Cut, then programmed — two separate jobs
Replacing a car key is really two operations. The physical blade has to be cut to match the vehicle's lock, and the electronics inside the head have to be introduced to the car's immobilizer so the engine will actually start. Cutting is done either from the existing key or, if every key is lost, from the vehicle's key code — which is derived from the VIN with proof of ownership.
